Seijiro is located in Kitashinchi district where you will find many luxury restaurants and bars.A foreigner couple was siting next to me, and a staff tried to explain them in English hard.So I think some of the staff can speak English.
You can enjoy 120-minute all-you-can-eat Kuroge Wagyu(Japanese black beef)course just for 4480 yen(tax excluded)
I chose 5480 yen course to taste all parts of Japanese black beef.
It was very tasty, I really enjoyed it.

Kobe beef here is mouth watering:)
They only have Japanese menus,so you might need a Japanese speaking person.
